Foxfire Candles are generally used to explore dark areas, such as

In Godfall for the Explore the Shattered Citadel action. You will need a minimum of 5 x Foxfire Candles but it is recommended that you bring at least 10.
In Mangrove College to enter the The Wisp-Ways Story Event.
In Nuncio you need 5 x Foxfire Candles (and a Flare) to do the Descend into the basement with flame action for Shiftwork in the Dead Letter Office.
In Saviour's Rocks, used to more safely scour the island for spider silk (use 1 x Foxfire Candles per trip).
In The Wreck of the Nocturne one Candle each is required for some of the actions.
