Unfinished Pirates roam the Unterzee. They are presumably a group of Unfinished Men, according to their name, just like the tougher counterpart, the Unfinished Revolutionaries.

Has a single forward attack, doing light damage (Deck Salvo 03: Base Hull Damage 12, Arc 200, Range 140, Warmup 10s). Turns slightly faster than Rat-Barges, with slightly more Hull (160 vs 130). They have no combat items.

Rewards can include 1 x Sack of Darkdrop Coffee Beans and 1 x Crate of Human Souls.
